King County STORM and the Puget Sound Partnership had two goals: 1) increase public awareness of Puget Sound’s pollution problem, and 2) achieve citizen behavior change in areas with a significant impact on water pollution. The target audience was identified as adult residents in the Puget Sound region who were not currently practicing the desired behaviors. Initial behaviors addressed in the campaign were: taking the car to a car wash instead of washing it in the driveway or street, picking up pet waste and placing it in the trash, fixing vehicle leaks, and using compost instead of fertilizer in the yard. Research revealed limited awareness of the Sound’s declining health and a lack of significant concern about pollution in Puget Sound.
